Across the United States, a quiet revolution is transforming how citizens interact with their government, but cybersecurity professionals are sounding the alarm about the security vacuum at its core. Driven by promises of increased efficiency and 24/7 availability, state and local governments are integrating artificial intelligence—particularly large language models (LLMs) and conversational agents—into some of their most sensitive workflows. This rapid adoption, however, is occurring without the security frameworks, red-teaming, and public transparency that such critical deployments demand, creating what experts describe as a patchwork of vulnerable systems ripe for exploitation.
The frontlines of this shift are visible in public safety. The Akron Police Department in Ohio has begun using an AI system to answer non-emergency calls. While framed as a tool to free up human dispatchers for true emergencies, the implementation raises immediate security questions. How is the AI vetted for prompt injection attacks that could manipulate its responses? What safeguards prevent it from being socially engineered into revealing sensitive information about police operations or callers? The system interfaces directly with dispatch workflows, creating a potential bridge for an attacker to move from a simple phone call into more critical backend systems. Without rigorous adversarial testing specific to public safety contexts, such AI becomes a liability.
This trend extends beyond emergency services to the very portals citizens use to access government benefits and information. In Alaska, state officials are considering a major AI overhaul for 'myAlaska,' the centralized portal for over 100 state services. The project is described as venturing into 'uncharted territory,' a phrase that should trigger red flags for any security professional. Integrating generative AI into a portal handling tax data, fishing licenses, and benefit applications exponentially increases the attack surface. The risks range from data leakage through carefully crafted prompts that trick the AI into revealing other users' information, to the generation of fraudulent official documents, to the manipulation of the AI to deny services or misdirect citizens.
The security community's concerns are now echoing in the halls of Congress. A bill has been introduced specifically aimed at preventing artificial intelligence scams, reflecting growing legislative awareness of the malicious use of the technology. Simultaneously, a bipartisan group of U.S. Senators has publicly sounded the alarm, demanding answers from federal agencies about the security implications of AI integration into public infrastructure. This political scrutiny underscores that the issue is no longer theoretical; it is a pressing governance and national security challenge.
From a technical security perspective, the public sector AI gamble introduces several critical threat vectors:
- Expanded Social Engineering Surface: AI chatbots on government sites become high-value targets for social engineers. Attackers can probe them endlessly to map their knowledge boundaries, discover hidden functionalities, or extract training data remnants, information that can then be used to craft more effective phishing campaigns against citizens or government employees.
- Prompt Injection & Data Exfiltration: Unlike traditional software with fixed inputs, LLMs are susceptible to prompt injection. A malicious user could submit a prompt disguised as a citizen query that instructs the AI to search its knowledge base for specific PII, proprietary government data, or system vulnerabilities, and format the output in a seemingly benign way.
- System Integrity & Chain-of-Trust Breaches: When an AI assistant is given permissions to query databases, submit forms, or trigger processes, a compromised interaction can lead to data corruption, fraudulent transactions, or denial of service. The AI acts as an unhardened API endpoint into core administrative systems.
- Lack of Auditability and Accountability: The probabilistic nature of generative AI makes traditional log-based security auditing insufficient. It can be difficult to reconstruct why an AI gave a specific piece of advice or took an action, complicating incident response and forensic investigations after a breach.
The root cause of this risky deployment pattern is a fundamental mismatch in priorities. Procurement and civic innovation teams are measured on efficiency gains and citizen satisfaction metrics. Cybersecurity teams, often under-resourced in government, are brought in late in the process, if at all, and are forced to secure systems built without security-by-design principles. There is also a glaring absence of federal or industry-standard security baselines for public sector AI deployments.
Moving forward, the cybersecurity community must advocate for mandatory security protocols before these deployments go live. These should include: comprehensive adversarial simulation (red teaming) tailored to public sector use cases; strict input/output sanitization and content filtering; zero-trust principles applied to the AI's access privileges; and clear incident response plans for AI-specific failures. Furthermore, public transparency about the capabilities and limitations of these systems is not just a civic right but a security necessity—an informed public is less susceptible to AI-facilitated scams.
The race to implement AI in government is not slowing down. The question for cybersecurity leaders is whether they will be positioned as gatekeepers ensuring safe passage, or as responders cleaning up the inevitable breaches. The security of foundational public services—from 911 assistance to benefit portals—depends on getting this balance right today.
